Registered Sex Offender Says He Is a Transient in San Diego, But Has a 2 Bedroom Apartment

A registered sex offender in San Diego County, California has been telling his parole officer for at minimum two years that he is homeless, but he has a two bedroom apartment so he can charge his GPS ankle bracelet.
According to the registered sex offender he is allowed two hours in daytime and two hours in the night time at the apartment so he can charge his GPS ankle bracelet.
Why would he rent a fully furnished two bedroom apartment to charge his GPS ankle bracelet?
Bassically speaking, this is another loophole in the system. As long as a registered sex offender tells the government that he or she is homeless, the government (Parole Office) does not have a place to go and see if the sex offender is violating any of the rules.
How did this happen?
A company by the name of "Hughes Management" is knowingly and willingly assisting this registered sex offender in breaking his parole rules. The registered sex offender works for Hughes Management in San Diego County, he does repairs, electrical, plumbing, windows, Etc... he is good at his work. The skills that the registered sex offender has is worth more than $40 an hour, and I can see why Hughes Management likes him. You can bet that Hughes Management is not paying the registered sex offender $40 an hour.
The building manager where the registered sex offender lives is a Mr.Rick Worix. When I asked Mr.Rick Worix regarding the registered sex offender, he said he has no knowledge of the registered sex offender, which turned out to be a lie. Mr.Rick Worix and his boss Jamie Hughes promised their then tenant in Unit #6 that he would get his apartment deposit of $300 back after he moves out without giving a 30 day notice, because the tenant was uncomfortable living down the hall of a registered sex offender. After the Tenant moved out he received nothing. The tenant contacted the office of Hughes Management several times, and they only gave false promises that he would get a check for $300.
Names of some of the people that lie and profit with Hughes Management are, Patrick Galluzzo - Haley Jones - James Hughes (Father and Son) Jamie Hughes - Rick Worix.
When a business owner is caught hiring illegal aliens, the business owner must pay large fines to the government which can result to the business shutting down. But what about when a business owner such as in this case Hughes Management hires a registered sex offender and assists the registered sex offender to stay below the radar in exchange for lower pay for his skills. The registered sex offender two bedroom apartment is managed by Hughes Management.

I as a people demand that at minimum Hughes Management lose its business license.
I will contact the land owners of the buildings that Hughes Management has contracts with and ask them if they are aware of how Hughes Management does business, and recomend that they drop Hughes Management immediately and they may want to take civil actions against Hughes Management.
